📍 Norfolk Tunnel Reality and Permit Reality
Every Southside city has its own quirks. Norfolk has more than most.
The Permit Situation
Ghent, Freemason, Colonial Place, and Downtown Norfolk require a temporary street use permit when the container goes on a public street.
Private driveway? No permit needed anywhere in Norfolk.
The City of Norfolk Public Works Department processes street permits. Apply at least 5 business days before the drop date. PODS will not place a container on a public street without an active permit on file.
The Tight-Street Problem
Ghent's older blocks off Colley Avenue and Botetourt Street are narrow.
Park Place is narrow. Older Larchmont is narrow.
The PODS delivery truck needs turn radius. Schedule the drop between 10 a.m. and 2 p.m. on weekdays — parked cars are gone, traffic is light, the driver has room to spot the container.

Atlantic Avenue from Memorial Day through Labor Day is closed to container placement.
Sandbridge enforces 48-hour maximum placement windows during tourist season.
North End and Croatan? HOA rules override city rules. You need both checked off before the drop.

Greenbrier and Hickory have multiple active HOAs that restrict container placement to 7-day windows or less.
Some require board notification 48 hours in advance.

Chesapeake Traffic Choke Points
Battlefield Boulevard South backs up at rush hour.

Portsmouth has two problems other Southside cities do not have: tunnels and cobblestones.
The Downtown Tunnel and Midtown Tunnel Problem
Both tunnels connect Portsmouth to Norfolk under the Elizabeth River.
Both back up severely during weekday rush.
If your PODS container is being delivered from a Norfolk-based PODS facility, schedule the drop after 9:30 a.m. or before 3:30 p.m. The Berkley Bridge is the alternative, but it usually only saves about 10 minutes during peak.
Olde Towne Portsmouth Reality
Olde Towne is the toughest PODS placement zone in the city.
Cobblestone streets. Tight 18th-century geometry. Most streets require a city permit and limit placement to 3 to 5 days.
Cradock is not much better — 1940s-era streets, careful truck spotting required.
Western Branch border (Churchland, Hodges Ferry) is easier.
🇺🇸 The Naval Shipyard Note
Norfolk Naval Shipyard is in Portsmouth, not Norfolk. Gate access protocols differ from Naval Station Norfolk procedures.
NMC Portsmouth shifts at 6 to 8 a.m., 2 to 4 p.m., and 10 p.m. to midnight. Schedule loading away from those windows or you'll sit in shift-change traffic for an hour.
