How a PPM Move Works in Norfolk, VA (2026 Step-by-Step)

WHY THIS GUIDE EXISTS

Most "PPM guides" are written by people who've never carried a couch up a Little Creek stairwell in July. This one isn't.

We're MVMP (Military Veterans Moving People) — veteran-owned, run with veterans and civilian moving professionals on the crew. We load PPM trucks and containers across Hampton Roads every PCS season. So this is the move the way it actually runs on the ground out of Naval Station Norfolk (23511), JEB Little Creek (23521), and NAS Oceana (23459) — not the textbook version.

Here's the whole process, start to finish. Read it, work it, and when you're ready for the loading muscle that keeps your spread intact, you know the number.

STEP 1 — ORDERS FIRST, THEN DPS/MILMOVE

Nothing moves until you have official PCS orders in hand — you can't ship before they're issued. Once you've got them, go to MilitaryOneSource.mil/PersonalProperty and open the Defense Personal Property System (DPS) at move.mil. Log in with your CAC.

The system's shifting from legacy DPS to the newer MilMove platform. If your shipment routes there, you'll be directed automatically — follow the prompts and pick the PPM option at the "set up shipments" step.

STEP 2 — COUNSELING WITH THE NORFOLK TRANSPORTATION OFFICE

Before you spend a dollar, you complete counseling. This is where the move gets authorized and your numbers get set.

First PCS — or your last one, separating or retiring? Self-counseling usually isn't available, so you'll book an in-person session. Your office is the NAVSUP FLC Norfolk Personal Property Office (CPPSO Norfolk), at the Personnel Support Mall, Norfolk, VA 23505. Counseling covers your weight allowance, your entitlements, your nearest certified scales, and the records you have to keep.

When it's done, DPS generates your DD Form 2278 — the application that authorizes your PPM. Pre-approval is mandatory. Do not rent a truck or hire a crew before that form is approved.



STEP 3 — KNOW YOUR WEIGHT ALLOWANCE (AND YOUR PRO-GEAR)

Your reimbursement is capped at the GCC for your authorized weight — set by rank and dependency status. Move more than your allowance and you don't earn more; you pay the overage out of pocket, often $1+ per pound.

Rule of thumb: roughly 1,000–1,500 lbs per room plus large appliances. And here's the one most families miss — pro-gear (professional books, papers, equipment) does NOT count against your household-goods allowance when properly declared: up to 2,000 lbs for the member, up to 500 for a spouse. Label it and separate it, or you forfeit the benefit.



🎯 STEP 4 — REQUEST YOUR ADVANCE (THE MOVE MOST PEOPLE SKIP)

You don't have to float the whole move on your own card. Request an Advance Operating Allowance — the Navy authorizes up to 60% of the government's constructed cost — with your approved DD Form 2278 and valid orders. It's deposited direct and covers your truck, fuel, supplies, and labor up front.

🔥 STEP 5 — DO THE MOVE: THIS IS WHERE YOUR PROFIT IS WON OR LOST

Now you execute. Rent the truck, PODS, or trailer — or hire loading labor for the heavy part while you run the move. Either way it's a PPM; what matters is you arranged and paid for it yourself.

This is the step that decides your check. The government's payment is fixed at your GCC. Your take-home is everything you don't spend. Two levers control it: keep your costs lean, and protect your goods so nothing breaks on the haul.

Here's the trap. The broken government-move system has burned families across Hampton Roads — missed pickups, shattered furniture, money out of pocket that never came back. So you went PPM to keep control. Don't hand that control to a faceless marketplace crew who's never seen a Little Creek stairwell or a Naval Station gate. STEP 6 — CERTIFIED WEIGHT TICKETS (WHERE CLAIMS DIE)

This is where PPM claims go sideways most, so lock it down. You need two certified tickets per vehicle:

Empty (tare) weight — before loading
Full (gross) weight — after loading

Both from a certified public scale, showing date, scale location, vehicle ID, the weighmaster's signature, and your name. Weigh empty and full at the same fuel level. A lost or blurry ticket is a lost claim — that photo that looked fine on your phone can be unreadable to a reviewer.

STEP 7 — SUBMIT YOUR CLAIM IN MILMOVE

After the move, you file your settlement package. It includes your approved DD Form 2278, your PCS orders, the DD Form 1351-2 travel voucher, your certified empty and full weight tickets, paid rental agreements, and receipts for operating expenses.

Navy claims process through NPPSC. Submit electronically through MilMove — it moves faster than paper. A complete, legible package is the single biggest thing you can do to get paid faster; missing or unreadable documents are the top reason claims get kicked back, and every round-trip adds weeks.



STEP 8 — GET PAID (AND PLAN FOR THE TAX)

Once a reviewer approves your claim, payment is fast — DFAS releases funds electronically, usually available in three to five business days. The bottleneck is the review, not the payout. Clean package, fast money.

Two money notes: take an advance, and it's deducted from your final payment — you get the balance. And your PPM profit is taxable: DFAS withholds 22% federal (no Social Security or Medicare), and you can deduct unreimbursed moving expenses on IRS Form 3903 at filing. Keep every receipt — it works twice, lowering your cost and your tax.
