6-18 months average. Most incoming sailors plan TWO moves: initial off-base landing, then on-base transition when Liberty housing opens. Don't fight it. Plan it.

HRBT CHANGES EVERYTHING IF YOU CROSS-TUNNEL

Hampton Roads Bridge-Tunnel can add 30-90 minutes to your commute depending on traffic, weather, and incidents. Many Norfolk-based sailors specifically avoid Peninsula housing because of HRBT. If you DO live cross-tunnel, factor tunnel timing into every move-day decision.

VIRGINIA TAX ADVANTAGE IS REAL

Virginia does not tax military basic pay. Take-home pay runs higher than equivalent ranks in states that DO tax military income. This sustained financial benefit beyond BAH is one reason Hampton Roads holds families through multiple tours and into retirement.

SHIP SCHEDULE TRUMPS MOVE SCHEDULE — ALWAYS

Navy PCS rhythm is different from Air Force. Carrier deployments, ship maintenance availabilities, and shore-tour rotations drive PCS timing. The boat leaves when the boat leaves. Sailors who fight the boat schedule lose every time. We plan around the boat.

HHG CARRIERS DECLINE SPECIFIC ITEMS
